Nature of Public Administration Essay

Before we discuss about the meaning, definition, nature, scope and importance of public administration we will try to know what is administration, organisation and management. As these terms are often used interchangeably and synonymously, it is pertinent to know the differences and distinctions between these three terms. According to William Schulze Administration is the force, which lays down the object for which an organisation and its management are to strive and the broad policies under which they are to operate. An Organisation is a combination of the necessary human beings, materials, tools, equipment and working space, appurtenances brought together in systematic and effective co-relation to accomplish some desired object. Management is that which leads guides and directs an organisation for the accomplishment of pre-determined object. To put the above in simple terms, administration sets the goal, management strives to attain it and organisation is the machine of the management for the attainment of the ends determined by the administration. Some scholars have a different view about the administration and management. According to Peter Drucker management is associated with the business activity, which has to show economic performance, whereas administration is associated with the non business activities like activities of the Government. The other view is that administration is associated with performing routine things in known settings in accordance with certain procedures, rules, and regulations. The Management is associated with performing functions like risk taking, dynamic, creative and innovative functions. Some scholars of Public Administration are closely associated with the first view that is, administration is a determinative function. Management, on other hand is an executive function that is primarily concerned with carrying out the broad policies laid down by the administration.

Good Morning Class. Today I will be talking about Shakespeare’s play â€Å"King Lear†, and how it successfully relates to the modern world, family relationships and the forcefulness of love, and most importantly the themes of madness and blindness to reinforce the concepts of appearance and reality. The play King Lear examines the concept of appearance and reality. The issues of madness and blindness become powerful symbols reinforcing this central concept. The two universal themes, madness and blindness relate to our modern life because in our everyday life we go through this central dilemma and King Lear teaches us to look beyond superficial elements. For example; throughout the whole entire play, King Lear was blinded by the truth as result of his foolishness in which he rejects truth, due to his selfish vanity- He speaks to Cordelia: ‘Nothing will come of nothing’ and ‘Mend your speech a little. Lest it may mar your fortunes’, this suggests that if one does not speak, then one will not reciprocally receive anything. Instead he banishes Cordelia and accepts the lies from his two elder daughters and the Gloucester family that cause the Kingdom and King Lear to lose all its precious values and morals. Madness was one of the most dominant themes in King Lear because throughout the play King Lear goes mad because of the betrayal from his daughters, his loss and how he ruined his fate. For example, when King Lear was told by the fool that his pride lead to a ruined kingdom, Lear was furious and devastated, he became confused and lost all his precious values and morals, this soon left to his downfall. As shown in Act 1 Scene 5 the fool tells Lear that his making bad decisions and that listening to Regan will not be any better than the situation with Goneril. Lear is ignorant and still ignores the wise fools’ opinion and once again Lear is deceived and becomes mad. However, once Lear goes mad he loses his wisdom but reality becomes clearer to him, ironically, Lear is supposedly the wiser person in this play as he is a king with power and responsibility. Nevertheless, the fool which is believed to be childish and juvenile is the one who offers insight and comes up with the important advice. It was Lear’s stubbornness which didn’t let in the advice because he only wanted to hear what sounded pleasant. Shakespeare’s work heavily emphasises the importance of historical contexts in his pieces, in particular the play King Lear where delicacy and creativity played an important role in characterising King Lear and the extraordinary use of themes and language that allowed the play to be successful. Furthermore, this play has also clearly adapted to the modern world because it relates its audience to look into their own souls and consider what it’s like to be a human being, whether it is easy to see through lies or be fooled by them. This is also relevant to every human being in every time and culture because as humans we only accept and take in what we want to hear. Moreover, Shakespeare uses the concept of â€Å"Blindness and Madness† as a central theme and relates to the modern world because it gives us a personal insight into the concept of life, which is the essence of being a human being. King Lear becomes mad and struggles to maintain sanity as he is tormented by the pain endured during his life and the responsibilities held as King and as he questions his daughters’ betrayal of trust that suggests in human life, madness is a natural occurrence when one lacks meaning in life- ‘Ingratitude thou marble-hearted fiend, More hideous, when thou show’st thee in a child than the sea-monster†. This is one of the many examples where Lear is expressing his fury towards himself and his foolishness for believing the lies; he blames himself for ruining his given power of being a king. Another example where Lear is showing the suffering of how vulnerable and his outrage of having an unfaithful daughter is when he quotes: â€Å"How sharper than a serpent’s tooth it is, to have a thankless child†. Appearance and Reality was a crucial element in Shakespeare’s play as it is constantly used throughout the whole play, whether it was family or friends. Appearance and Reality is evident in Act 1 Scene 1 when Cordelia doesn’t speak false words because she doesn’t find it in her heart to tell lies just to overrun a kingdom, however, from King Lear’s perspective she seems rude, unfaithful and untrue. Once King Lear banishes Cordelia, the kingdom starts to emotionally fall apart and King Lear loses all his values and morals. For instance, King Lear believes the lies that Goneril and Regan tell because he is vain and enjoys sycophancy, but as Cordelia refuses to speak of lies and tell the truth Lear gets irritated and banishes her from the castle as quoted ‘I am unhappy that I am, I cannot hear my heave my heart into my mouth; I love your majesty according to my bond, no more nor less’ emphasising the contemplation she has to hereby the words of King Lear as his daughter. Another example of appearance and reality was the love triangle between Edmond, Goneril and Regan. The two evil sisters were both ttracted to Edmund because of the mutual conflict between their two families; Edmund’s wickedness made both sister’s betray each other and in the end all that they were fighting over was worth nothing because the outcome for both sister’s was death. In Shakespeare’s play King Lear, forcefulness of love was a significant and empowering theme as the three daughters are fo rced to recite their love for Lear. However, King Lear is looking for a more over exaggerated and fictitious description of how loyal and faithful Cordelia can be. Cordelia refrains herself from doing so because she isn’t selfish and is honest. In the opening scene Act 1 Scene 1, in the lines â€Å"Then poor Cordelia, And yet not so, since I am sure my love’s more ponderous than my tongue† Family relationships also played a critical role because it showed betrayal, wickedness and Lear’s foolishness in rejecting Cordelia’s true love. However, Cordelia still remained loyal towards Lear despite all his cruelty towards her In Conclusion, King Lear has successfully related itself to the modern world by incorporating the concept of appearance and reality, family relationships, forcefulness of love and blindness and madness.

For the purpose of this essay, I will cover the Grievance process, how it can be prevented and a sample of grievance proceedings that I handled. A grievance is generally any complaint that has been presented by an employee to a management representative about an aspect of the employee work, working conditions or relationships. They are usually set out to the employer, either verbally or in writing. However, it is important to note that grievance can be presented in many forms and it should always be dealt with to minimise the risk of employment tribunal claims and awards. As part of our company policy and in our contract of employment, the company has adopted a ‘Positive Work Environment, which states that the company is committed to create a harmonious working environment, which is free from harassment and bullying and in which every employee is treated with respect and dignity.’ We have three forms of communicating to all our employees the company’s stance on grievance related issues, which covers staff understanding of what is grievance, the consequences if a grievance case against fellow employee is proven and the reporting procedures. Firstly, we will discuss grievance to all employees through the employee induction process, in their written contract of employment, which is normally issued to the employee after successful three months probation. And finally through the company hand book, which every employee is issued a copy, signed for and advised to read and follow the company’s policies therein. The secondary prevention measures are how noticeable grievance cases are dealt with appropriately and quickly. As a rule of thumb, the initial approach to deal with grievance is to try and resolve it informally if possible. As it is always the case, leaving or ignoring grievance to develop can often lead to an escalation of the problem, which can lead to Managers having to spend time on endless investigation, lose of good employee and expensive Employment Tribunal proceedings. There are also multiple symptoms that an employee with perceived grievance can exhibit, which in many cases can affect the productivity of the company. For example, an employee may take more time off or sick off from work, or not performed his or her work duties to the optimum, which in many cases is a result of stress or anxiety from work. An experienced Manager or Supervisor should be able to detect some of these signs, talk to the employee concerned and informally resolved the issue as soon as possible. In a situation whereby a Manager could not detect a grievance through the behaviour of one of his employees, but it is established that an employee complaint is a grievance, that Manager should tell that employee that his complaint is a grievance, and must also explained to him his right under the company’s grievance provision to raise or report that matter (instilling confidence). The employee should be assured that the matter will be investigated and dealt with and there will not be any retribution from the company for reporting that issue. As per the grievance procedure contained in the company handbook and under the employment act 2002 (Dispute resolution) Regulation 2004, the employee must put his case in writing, but if for some reason the employee is unable to do this, the Manager should make full notes of the grievance and ask him/her to sign it as being a true representation. Once the written notification or the signed grievance note is given to the employer, an immediate and formal investigation should ensued. The employer should invite the employee in writing to a meeting to discuss the issue. This is an investigatory meeting to review the complaint, and not to give value judgements or comments, and certainly not any form of decision. The investigative officer should have an open mind, as all the facts may not be available to him. He should not pre-empt the decisions that will later be made. The aim at this stage is to identify the grievance, and be clear about the matter so that the company can resolve the grievance.

Marco kills Eddie at the end of the final scene. Eddie lunges at Marco and they begin to fight. Eddie pulls out a knife and attempts to stab Marco. Eddie tries to stab Marco but Marco twists the knife and stabs Eddie instead, it results in Eddie dying. There is evidence in this which tells us that Marco is responsible for eddies death such as when Marco says, in my country, he would have been dead by now. He would not live this long this gives me more knowledge which tells me that Marco is responsible for eddies death. This quote tells us that Marco is a man of vendetta, this is the way he settles his problems. Eddie is a man of honour dying like this suits him because he has fought for what he believes in. I have come to the conclusion that Eddie is fully responsible for his death. I believe he bring everything on himself such as calling immigration because he couldnt control his jealousy which resulted into angering Marco, this leaded into a vendetta. By settling this feud Marco wants to fight, as Eddie comes out he brings a knife; if he had not brought that knife the damage would have been so much less. The writer directing the final words towards Alfieri is aimed at touching each member of the audience, each feeling mixed emotions throughout the play however, whoever is to blame becomes irrelevant and you can not help but morn and feel a sense of loss over I life that has been taken. The writer points out that for all Eddies wrong doings he was unable to control his actions due to his belief in what he felt was right. I think a view from a bridge is a tragedy because throughout the play Eddie goes through so much. He loses respect from others, he drifts apart from his niece on the strengths of his personal beliefs and lack of control over his jealousy and consequently loses his own life. The line in which sums up the main point for is when Alfieri says sometimes we settle for half and I like it better.

Biography of Neil Armstrong Neil Alden Armstrong (born August 5, 1930) is an American aviator and a former astronaut, test pilot, aerospace engineer, university professor, and United States Naval Aviator. He was the first person to set foot on the Moon. His first spaceflight was aboard Gemini 8 in 1966, for which he was the command pilot, becoming one of the first U.S. civilians to fly in space. On this mission, he performed the first manned docking of two spacecraft together with pilot David Scott. Armstrongs second and last spaceflight was as mission commander of the Apollo 11 moon landing mission on July 20, 1969. On this mission, Armstrong and Buzz Aldrin descended to the lunar surface and spent 2ÂÂ ½ hours exploring while Michael Collins remained in orbit in the Command Module. Armstrong is a recipient of the Congressional Space Medal of Honor. Before becoming an astronaut, Armstrong was in the United States Navy and saw action in the Korean War. After the war, he served as a test pilot at the National Advisory Committee for Aeronautics (NACA) High-Speed Flight Station, now known as the Dryden Flight Research Center, where he flew over 900 flights in a variety of aircraft. Aerospace Engineering Feats 1) Moon Landing Moon landings can be classified as a manned, but when you mention the moon landing then most people think of the first manned landing on the moon when the Apollo 11 mission placed two astronauts (Neil Armstrong and Buzz Aldrin) onto the surface when he said Thats one small step for man, one giant leap for mankind. I classified this as both aerospace and aeronautical engineering because first the space craft crosses through both hemispheres and I really cant decide on which career to pick because I love them both. 2) Concorde Between 1976 and 2003 the only way to fly transatlantic between London and New York (if you were lucky enough to be able to afford it) was by flying in Concorde- the worlds most successful supersonic passenger airline. Concorde was able to fly at an average speed of 1,330 mph and had a maximum cruise altitude of 60,000 feet making the flight time from London to New York only 3.5 hours long. The designers of Concorde had to pioneer and over come many engineering and technological challenges to make the airplane able to travel at such speeds and altitude. The aircraft enjoyed many successful years but was finally retired in 2003. A number of things coincided with the demise of Concorde, in part a change in the economic climate made the cost to fly transatlantic at supersonic speeds basically impossible, a crash of one of the Concorde fleet temporarily grounded the airplane and the design was showing signs of age approaching thirty years. Due to the lack of competition Conc orde didnt benefit from many upgrades over the years so the technology ended up being slightly dated. However, as dated as the engineering may have become over its lifecycle the fact remains that the concept of a supersonic commercial airline and the design that resulted from that concept hasnt been surpassed and one could say that technology and engineering has receded with Concordes demise as no viable replacement has been put in place. Today high-class commercial passengers are restricted to the same lower speeds achievable by traditional aircraft. Charles Dickens' Great Expectations In the novel of Great Expectations by Charles Dickens, one of the pivotal characters is a man named Abel Magwitch. To answer the question of whether this man is a criminal or a victim of society, we must first establish what a criminal is and what a victim of society is. A criminal is someone who knowingly breaks the law for self-gratification. A victim of society is someone who is subjected to outside influences, and is generally mistreated by society. In the context of this novel, a victim of society is also someone who has never been given a chance in life, and has no control over events that occur involving them. Therefore I am going to try and decide which of these two ‘categories’ the character of Abel Magwitch falls into. When we first meet Magwitch in Chapter one our first impressions of him are not positive. Pip describes him as a ‘fearful man’ with a ‘terrible voice’. Although we learn that he is in a terrible state, ‘smothered in mud and lamed by stones’, with a ‘great iron’ on his leg, indicating he has obviously escaped prison and is on the run, we as readers do not feel any sympathy for him. The reason for this is the fact that he is willing to threaten a young boy, seeming to enjoy the power he has over him is almost repulsive to us as readers, making him appear even more harsh. The fact that Magwitch is likened to a dog, he ‘glared and growled’ at Pip, does not help his case. This presents him as an animal, and serves only to alienate Magwitch from the reader. This means that we too share Pips reservations and suspicions about Magwitch throughout the opening chapters, even though it is clear that this man is scared, lonely and hungry enough to thre... ...me suffering as Magwitch. This belief would probably have evolved after his trial with Compeyson, which taught him that the law could be manipulated by class. This shows that Magwitch did not have many criminal intentions, and that he was tricked by Compeyson. In a sense Dickens is trying to show us how real justice can be hard to find. It is because of his low status and poverty that Magwitch never really had a chance. This shows how the justice system has been manipulated by society. Therefore, I think that Magwitch, while having acted like a criminal, is not to blame for his actions and it could be argued that he is even remorseful about them. This shows that he is not a criminal, but a victim of the society he lives in, because he was never given a chance to prove society wrong and make something of his life, he was just labelled and left in jail.

The stem cell research controversy is one of the major headlines in bioscience and has been discussed and debated numerous times throughout the last decade or so. It became a major issue in 1997/1998 and continued to the 2000’s where George W. Bush joined to the problem by vetoing the first bid that was brought forward by Congress to lift funding restrictions on human embryonic stem cell research. Bush stated after the veto that, â€Å"would support the taking of innocent human life in the hope of finding medical benefits for others† and also he stated â€Å"It crosses a moral boundary that our decent society needs to respect†. Bush was also supported by children that he said, â€Å"began his or her life as a frozen embryo that was created for in vitro fertilization (in vitro means the technique of performing an experiment in a controlled environment outside of a living organism) but remained unused after the fertility treatments were complete†¦ These boys and girls are not spare parts†. Later on that year, Bush signed a bill to ban the creation of human fetuses for the sole purpose of harvesting organs. Soon a fter, the House proposed another bill that they had hoped him to sign to promote efforts to conduct stem cell research without destroying human embryos. Bush had called it â€Å"an important piece of legislation†, but several politics said that it would distract attention from his veto for the funding for human embryonic stem cell research. Researchers and officials say that about 400 000 frozen embryos are stored at several U.S. fertility clinics with the vast majority await removal because couples that have produced these embryos do not want to raise them and also don’t want another person(s) to raise their biological child. One problem that I think is an issue in the stem cell debate is the destruction of the stem cells and how it’s practically the same thing as destroying a human being. I don’t believe that researchers and scientists should continue using embryonic stem cells for research because we are obviously not finding a cure for human diseases yet although for animals we are, it’s just not right to destroy a human being if we cannot find treatments for major diseases within a decade or so.

Effects of Inflation Inflation is the most commonly used economic term in the popular media. A Nexis search in 1996 found 872,000 news stories over the past twenty years that used the word inflation. "Unemployment" ran a distant second. Public concern about inflation generally heats up in step with inflation itself. Though economists do not always agree about when inflation starts to interfere with market signals, the public tends to express serious alarm once the inflation rate rises above 5 or 6 percent. Public opinion polls show minimal concern about rising prices during the early 1960s, as inflation was low. Concern rose with inflation in the late 1960s and early 1970s. When inflation twice surged to double-digit levels in the mid and late 1970s, Americans named it public enemy number one. Since the late 1980s, public anxiety has abated along with inflation itself. Yet even when inflation is low, Americans tend to perceive a morality tale in its effects. A recent survey by Yale economist Robert Shiller found that many Americans view differences in prices over time as a reflection of fundamental changes in the values of our society, rather than of purely economic forces. Economists think of inflation more plainly as a "sustained rise in the general level of prices." Their concerns focus on questions such as whether inflation distorts economic decisions. Very high inflation adversely impacts economic performance, as evidence from cross-country studies shows. Likewise, moderate levels of inflation can distort investment and consumption decisions. The Central Square inside the building has a surface of 15,000 square feet and is surrounded by a commercial gallery of 100 stores and restaurants. Thus, this location was chosen because of its notoriety and large exposure to residents and tourists. Survey and Sample Size To determine whether consumers at Complex Desjardins would be willing to purchase M&S Simple Food products we conducted an anonymous survey on food services within the comple x.The survey was a questionnaire made up variety of formats designed to draw out information about the location, demographic, consumer preferences, surrounding competition, pricing comparisons and consumers’ willingness to pay. Interviews were conducted at the Complex Desjardins, as well as within a 500m radius of its surroundings which comprised of Complexe Guy-Favreau, Bleury Street, Place Des Arts and Boulevard Saint-Laurent. We classified qualified respondents as consumers that came through the complex at least 3 times a week.In total, we interviewed 96 people, considering a variability of 50% and a 10% acceptable sampling error at 95% level of confidence. Assuming the total population under observation here is 30,000, it is evident that a 5% confidence interval is well above 96. Thus, no more readjustments are needed due to small sampling size. FINDINGS Convenience Market (1) U. K. Industry The U. K. convenience store market was valued at ? 30. 9 billion in the 12 months to April 2010, representing a 6. 3% increase on the previous year. The value of the market continued to grow despite a 0. 5% in store numbers. With he total U. K. Food and Grocery market expanding at a slower rate of 4. 1% in the same period, it is evident that the convenience sector is accelerating at a faster pace than the overall market. Thus, its market share has risen to 20. 5%. The factors driving the sector are the rising number of single person households, a growing population, increasing number of women in the work place and longer working weeks. The sector is also propelled forward by improved operational standards, greater awareness of shopper trends and more modern, tailored convenience solutions. (2) M&S Simply Food PositioningThe convenience sector is highly fragmented, with store operators divided into the following segments: co-operative, forecourts, multiples, symbols & franchise, and non-affiliated independents. A negative sentiment expressed by consumers was attributed to the experience of purchasing at M&S Simply Food stores.Due to brand’s high popularity, long queues often form inhibiting browsing by other potential customers and causing feeling of frustrations by professionals that are time-sensitive. (3) Montreal Industry The convenience sector in Montreal is made of Canadian chains and independents. Family-run depanneurs cater to local neighborhoods and immigrant populations, offering specialty foods and discount long-distance calling cards alongside the usual convenience-store fare. Others offer a wider variety of services such as Canada Post, Western Union transfers, Internet access, and home-delivery of groceries.However, the market is dominated by a large Canadian chain known as Couch-Tard Inc. The chain offers a quality assortment of freshly brewed coffee, frozen/iced beverages, fresh sandwiches and other fresh food items that are marked under proprietary brands. This also illustrates a gap in the Montreal convenience market: value-added stores aimed at consumers from a higher income bracket. M&S Simply Food’s positioning in U. K. onvenience markets makes it an ideal candidate. Survey Results (1) Location The statistical analysis of the questionnaire revealed that over 85% of the respondents visited the Complex Desjardins and its sur rounding area at least 3 times a week. In Table below it is evident that the number of times a week respondents enjoy meals at the complex is greater in frequency towards higher values, with the overall average at 2. 7 times. This illustrates that the location receives a great deal of foot traffic, and is a popular food services venue. Roughly 61% of respondents stated that they would purchase food from a convenience store specializing in quality. Their main justifications for purchase included the reliability of quality food, the convenience of ready-made meals, the ability to enjoy restaurant quality food at lower prices, and the chance to maintain a heal thy diet.Furthermore, the study revealed that when faced between the choices of picking up their own food or having it served to them, respondents were equally divided. These factors encompass the overall message, products and services of M&S Simply Food value-added services. Table 3 analyzes the relationship between price and healthiness of food in terms of their importance to the end consumer. The cross tabulation clearly reflects the two variables are integral in the decision making process of the consumer: the more emphasis placed on the healthiness of food, the more significant pricing becomes.We can also conclude from the chi squared test that the relationship between the two variables is statistically significant. Unfortunately, our findings proved inconclusive when determining whether consumers would be willing to pay more for healthier, higher quality food. This limitation was due to the lack of responses to the particular question in the survey.
